Qualifications and Duties
Chief
Qualifications
1. Active Member of this Company for a minimum of six (6) years.
2. Must have served as a Fire Captain of this Company for a minimum of one (1) year.
3. Must meet or exceed the minimum qualifications of the Carroll County V.E.S.A. - Pro-Board Fire Officer II.
4. Must have NIMS Certifications 100, 200, 300, 400, 700, 800.
5. Must have a minimum certification of Maryland Emergency Medical Technician - Basic
6. Must have a MFRI Rescue Technician certification or its equivalent.
7. Must have made twenty percent (20%) of the fire calls in the previous twelve (12) months.
Duties
The Chief shall take command of all operations (emergency and non-emergency) involving personnel and apparatus of this Company. The Chief oversees the maintenance and general upkeep of all apparatus and related equipment. The Chief serves on the Paid Personnel Committee. The Chief also establishes and enforces the “Standard Operation Guidelines” of the fire company.
Assistant Chief
Qualifications
1. Active Member of this Company for a minimum of six (6) years.
2. Must have served as a Fire Captain of this Company for a minimum of one (1) year.
3. Must meet or exceed the minimum qualifications of the Carroll County V.E.S.A. - Pro-Board Fire Officer II.

Duties
The Assistant Chief shall assume the duties of the Chief in his/her absence and assist the Chief in carrying out his or her duties. The Assistant Chief must also perform any other duties as assigned by the Chief. A list of responsibilities for the year, are provided by the Chief.
Fire Captain
Qualifications
1. Active Member of this Company for a minimum of five (5) years.
2. Must have served as a Fire Lieutenant of this Company for a minimum of two (2) years.
3. Must meet or exceed the minimum qualifications of the Carroll County V.E.S.A. - Pro-Board Fire Officer I.
4. Must have NIMS Certifications 100, 200, 700, 800.
5. Must have a MFRI Rescue Technician certification or its equivalent.

3rd Fire Lieutenant

Duties
The 3rd Fire Lieutenant shall assume the duties of the Chief, Assistant Chief, and/or Fire Captain in their absence and assist the Chief in carrying out his or her duties. The 3rd Fire Lieutenant must perform any other duties as assigned by the Chief. A list of responsibilities for the year, are provided by the Chief.
It should be noted, that the “Fire Lieutenant” positions are considered equal ranks on an emergency or non-emergency scene/incident. The positions are delineated as 1st, 2nd and 3rd for radio designations and administrative purposes only.
Sergeant
There are two (2) Sergeant positions that the Chief can appoint annually. These positions provide an avenue for a firefighter to become aquainted with the management, strategic and tactical operations of the fire service. This “Officer-In-Training” program, is designed to prepare individuals interested in being Fire Officers, with the necessary knowledge this fire company desires for a Fire Officer position. The position is an appointed position only and shall not be considered a Fire Officer position. The Chief takes into consideration the individuals desire to become a company leader in the future, as well as their commitment to service for the community.
Definition of a Sergeant:
- An annually appointed position by the Chief, to encourage younger members to become future Fire Officers
- This position is considered an Officer-In-Training program
- Appointees may be given general station duties to ensure the proper preparation of equipment and apparatus
- Assumes the role of company/unit fire officer in an emergency operational capacity only!
Qualifications:
a) Must be an active member in good standing with the company
b) Must have at least two (2) years active service with the company
c) Must have a certification as a MFRI Firefighter I or higher
d) Must have a certification as a MFRI Rescue Technician or higher
e) Must successfully complete yearly training per the “Annual Recertification Policy”
f) Must be knowledgeable and current with the company SOG manual
Requirements:
a) Shall meet the qualifications as listed in our company's policy manuals and by the Chief
b) Shall follow and adhere to our company's policy manuals as set forth by the Chief
c) Shall begin acquiring certifications required to be a Fire Officer (Refer to FO 1, FO 2)
Safety Officer
The Safety Officer is responsible for managing the fire company's safety program. The Safety Officer is an appointed position and reports directly to the Chief.
Duties
- Chairman of the Safety Committee by preparing meeting agendas and notices.
- Provides for safety and acts as the "SAFETY OFFICER" at incident scenes.
- Provides input on equipment and protective clothing safety.
- Investigates all accidents, injuries and exposures as determined by the Chief.
- Maintains accident, injury and exposure statistics.
- Reviews supervisor accident and injury reports and report trends to the Fire Chief and the Safety Committee.
- Make recommendations to reduce or eliminate accidents and injuries.
- Provides for safety education to all fire company members and employees.
